Нужно открыть код в двух файлах ./config.php и ./members/index.php

В общем вопрос решен :) Действовал как описал ustas76 только в "обратном" направлении - начал не с index.php и все получилось.
 
При таком подходе который описал ustas76 в браузер уже выводится частично исполненый код скрипта c багами Fatal error: Call to undefined function и failed to open stream: и т.п
А если вставить то что идет после return;?>. То выводятся кракозябры

создать файл index2.php с закодированным кодом и index.php:

получится код полностью. но в моем случае не получалось так раскодировать, вернее нужно было начинать с файлов которые подключаются к index.php и все работает. а на ошибки не обращай внимания.
