больше ничего не происходит.

судя по тому что яндекс выдал на поиск tic_up.php это бред какой то )))
кто-то так пошутил, а кто-то шутку не понял =)
 
ну .. создётся файл с закодированым кодом ... а что там закодированно тогда ?
 
ты не понял

что там закодировано -- не важно. И не факт что закодировано -- это может и просто набор символов. причем абсолютно ненужный. Если ты удалишь это -- ничего не изменится. Потому что нигде это не расшифровывается.

это просто мусор
