или так еще попробуй

Зачем если есть $headers?

mail($to, $subject, $message, $headers);

Будьте осторожны, очень многие спам-фильтры без разбору принимают спамом письма, у которых не один адресат.

Как вариант просто два раза вызывать функцию мейл. Просто и надежно.
